Prof. Brian Yuliarto, Ph.D.,Prof. Brian Yuliarto, Ph.D., is an academic, researcher, and higher education leader who has served as Minister of Higher Education, Science, and Technology since February 19, 2025. With extensive experience in research, innovation, and higher education institution management, he has a vision to strengthen the competitiveness of Indonesian universities, improve the research ecosystem, and encourage the commercialization of innovation-based technology.
Born in Jakarta on July 27, 1975, Prof. Brian attended the Bandung Institute of Technology (B.S. in Physics Engineering, 1999) and continued his studies at the University of Tokyo, Japan, where he earned his M.Eng. (2002) and Ph.D. (2005) in Quantum Engineering and Systems Science. His expertise in nanomaterials for biosensor, energy, and solar PV applications has made him one of Indonesia's leading scientists.
Prior to his appointment as Minister, Prof. Brian had a long track record in higher education management. He served as Vice Rector for Research and Innovation at the Bandung Institute of Technology (2025), where he played a role in strengthening research strategies and international collaboration. Previously, he also served as Dean of the Faculty of Industrial Technology at ITB (2020-2025), overseeing various academic programs and curriculum development based on Industry 4.0.
In addition, Prof. Brian was formerly the Head of the ITB Center for Nanoscience and Nanotechnology Research (2018-2020), where he promoted various leading research projects with broad impact. In this role, he successfully built synergy between academics, the private sector, and the government to accelerate the commercialization of technological innovation.
In his personal career, he has also built strong international research collaborations by becoming a Visiting Professor at various renowned institutions such as the University of Tsukuba, UC Berkeley, Queensland University, Nagoya University, and KAUST.
As a researcher, Prof. Brian has published more than 343 Scopus-indexed scientific papers with more than 6043 citations and an H-index of 40. His achievements have been recognized internationally through various prestigious awards. One of his most prestigious achievements is the 2024 Habibie Prize in engineering, an award known as the highest achievement for scientists and engineers in Indonesia. In addition, Prof. Brian was also named Indonesia's Top 1 Researcher in Nanoscience & Nanotechnology.
Another recognition came from ITB, which named him Outstanding Lecturer in Science and Technology in 2017 and ITB's Best Researcher in 2021. Furthermore, he has been listed among The World’s Top 2% Scientists by Stanford University for three consecutive years (2022, 2023, 2024), cementing his reputation as one of the most influential scientists in the world.
Dr. Bert J. TugaDr. Bert J. Tuga is the 11th President of the Philippine Normal University (PNU), the National Center for Teacher Education. Prior to his current post, he has occupied the following positions in the University: Vice President for Finance and Administration, Vice President for University Relations and Advancement, and Campus Executive Director & Provost. Dr. Tuga finished his PhD in Curriculum and Instruction in 2016 from the Philippine Normal University and completed a PhD Sandwich Program for his dissertation at the Ohio State University, Columbus, USA. Outside PNU, Dr. Tuga serves as Executive Director of the United Nations Association of the Philippines, Regional Chair, PASUC -NCR, Board Member of the Philippine Association for Teachers of Educational Foundations, and a member of the Core Team of the Asia-Pacific Network on Global Citizenship Education. He is also an alumnus of KOICA Fellowship Program on Higher Education Policy Development. Currently, Dr. Tuga serves as lead consultant of an international project on Global Citizenship Education implemented by UNESCO Bangkok
Prof. Dr. Mohammad Ali, M.A.Mohammad Ali is a professor at the Indonesian University of Education (UPI). He is known nationally for having served as Director General of Islamic Education at the Ministry of Religious Affairs of the Republic of Indonesia from 2007 to 2012, been a member of the National Accreditation Board for Schools/Madrasahs (2003-2008), and presented keynotes at various national seminars and conferences. Within the national professional organization, he has served as a member of the central board of the Indonesian Education Graduates Association (ISPI) from 2000 to the present. He has also served as a member of the Advisory Board of the Indonesian Curriculum Developers Association (HIPKIN) from 2014 to the present.
He is also internationally recognized, frequently invited to present keynote papers, present papers at various international conferences and seminars at home and abroad, and is invited to give public lectures at several universities both at home and abroad. He has served as an academic advisor and external examiner for PhD students' dissertations abroad. He has also received research awards and grants from several international institutions, conducted research funded by international funding agencies, and collaborated on research with universities in several countries.
In international professional organizations, he served as a member of the steering committee of the Asia-Pacific Network in International Education and Value Education (APNIEVE), a UNESCO-affiliated organization (2005–2008), and as a committee member of the Future Education Forum of APEC (Asia Pacific Economic Community) Learning Community Builders (ALCoB) (2005–2007). Since 2016 until now, he has been the Coordinator of the Promotion of Sustainability in Postgraduate Education and Research Network (ProSPER.Net) of the UPI secretariat, which is a network of a number of leading universities in the Asia Pacific in promoting UNESCO, UN Sustainable Development Education and Sustainable Development Goals programs at the Postgraduate level.
Assoc Prof Chow Jia YiJia Yi graduated from the School of Physical Education (SPE) with Honors and is a teacher by training. He taught for a few years in a Singapore school before returning to Physical Education and Sports Science (PESS) Department as a lecturer. Jia Yi undertook further postgraduate study and obtained his PhD in the area of Motor Control and Learning with the University of Otago, New Zealand from an Overseas Graduate Scholarship (OGS) awarded by NIE. His research interests include examining multi-articular coordination from an Ecological Dynamics perspective, visual perception in sports expertise and in a pedagogical approach (Nonlinear Pedagogy) where key pedagogical principles underpinned by representative learning design, manipulation of task constraints, functional variability, relevant focus of attention and task simplification can support nonlinearity in learning. He is currently on the Editorial Board for International Journal of Sport Psychology, Sports Medicine (Open), Asian Journal of Sport and Exercise Psychology, Journal of Expertise and an executive member of the Australasian Skill Acquisition Network (ASAN).
At present, Jia Yi is the Dean of Teacher Education & Undergraduate Programmes (TEUP) at NIE. For his excellence in teaching, Jia Yi was awarded the Nanyang Education Award (College) and inducted as a Fellow to the NTU Teaching Excellence Academy in 2017. He was also awarded the Nanyang Education Award (University, Gold Medal) and was accorded the NTU Educator of the Year in 2018. Jia Yi is currently the NTU Teaching Excellence Committee Co-Chair. Jia Yi also serves as a Director to the Board of the Singapore Sports School.
Dr. Milabel HoDr. Milabel E. Ho is a distinguished academic and accreditation expert, currently serving as the Executive Director of the Accredited Agency for Chartered Colleges and Universities of the Philippines (AACCUP). With a vast experience in higher education quality assurance, Dr. Ho actively works to advance the standards of academic institutions across the Philippines. Dr. Ho served as president of the Western Mindanao Stare University in Zamboanga City, Philippines from 2012-2020. She is a recipient of the Australia Awards Fellow (Applied Development and Research Partnership in Tertiary Leadership and Management University of New England, Australia; CHED- Courses for Education Management and Leadership from the Development Academy of the Philippines and the Executive Management Program from the Asian Institute of Management.
Under her watch, AACCUP has achieved significant milestones, including the accreditation of numerous universities and colleges and their academic programs, ensuring they meet rigorous quality standards.
Dr. Ho's contributions extend beyond her role at AACCUP. She is involved in various academic and professional organizations, sharing her knowledge and insights to foster a culture of quality and accountability in education. A multi-awarded educator and professional, Dr. Ho is also a Registered Nurse and currently sits as Chair of the Technical Panel for Nursing of the Commission on Higher Education, Philippines.
